headquarters with the latest. >> people who live in the apartment complex tell us they knew something was wrong when they heard a woman screaming. a 17-year-old found her mother and mother's boyfriend trapped inside their burning apartment. >> this is very sad. >> when she called 911 to report a fire, never dreamed her neighbor's apartment would turn into a crime scene. firefighters found a small fire burning an apartment with a couple inside. >> we don't think their injuries were caused by the fire. it looks like there was another cause. >> investigators say is unclear whether a domestic dispute or third party is to blame. >> it is heartbreaking. this woman had four beautiful children. >> friends say the couple was raising two girls and two boys. >> all of them are good kids, well-be saved. -- well-behaved. she was an exceptional mom to those kids. to know their mother is gone is heart wrenching. >> neighbors tell us the youngest children walk come to school -- walked home from school and encountered their building cordoned off. the victims friends word -- worried about the impact it will have

that he knows what it's like to struggle through tough times. nbc's tracie potts joins us from washington with more on how the president plans to recuse the company. tracie, food morning. >> lynn, good morning. today the president will deliver that speech in a state where one of his harshest critics is from, republican leader john boehner and also in a region that's been hit hard by unemployment. the president expected to urge congress to let the bush tax cuts expire for the wealthy, individuals earning over $200,000 and couples over the $250,000. plus he wanted to spend $50 billion on transportation projects and create $200 billion in business tax breaks, allowing small businesses to write off business investments giving them more money to hire new workers. >> we're talking investments tomorrow that are creating hundreds of thousands of private sector jobs right now. >> reporter: all of it ending for tax breaks by big companies. republicans say it's the wrong approach. >> i don't think the american people want any more stimulus coming out of washington. we need to get our arms around out

after the explosion that started the worst oil spill in u.s. history, bp is releasing internal findings into what went wrong. the company takes some responsibility also passes blame around. >> 143 days after the explosion that killed 11 and spilled millions of barrels of oil into the gulf of mexico, bp is spreading the blame. >> these involved a number of companies, including bp. >> in its almost 200-page report, the safety officer outlined results of the internal investigation, finding no single factor but a series of failures, from cement by halliburton that did not stop gas and liquids from flowing out the casing, to misinterpretation of keep pressure tests by bp and rig owner transocean. even the rig's own workers are criticized for their conduct during the emergency. the incoming ceo, bob dudley, reiterates that the explosion was a shared responsibility among many entities. disasters in u.s. history. in a post on their website, they call it a tragedy that arose from a complex series of mechanical failures, engineering designs, human judgments and a lack of teamwork. 11 workers died when the rig exploded. a wind-driven fire destroyed at least two dozen homes in detroit on tuesday. they believe the blaze was sparked by tree limbs that fell on to power lines and it fell from house to house, 85 in all. no injuries have been reported, but 100,000 people lost power. a wildfire near boulder colorado destroyed about 100 buildings, half of them houses. it forced 3500 people to evacuate and federal agencies are now commanding the firefighting effort as the area is now under a state of emergency. president obama heads to cleveland where he will propose giving small tax breaks to hire more workers. the president is going to urge congress to select tax cuts for wealthy americans expire. leader john boehner said he fought to block that by calling for a two-year freeze on all tax rates. >> iran's foreign ministry suspended the death by stoning sentence for a woman convic
